A trade dispute panel convened under the US-Mexico-Canada Agreement (USMCA) ruled Dec. 20 that Mexico's import restrictions on US genetically modified corn violates the accord. The conflict stems from a presidential decree published by Mexico in February 2023. The decree established an immediate ban on the use of genetically modified corn in dough and tortillas, and instructed Mexican government agencies to gradually end its use in animal feed and other products. The panel evaluating the restrictions determined that they were not based on science, and contravened the market access required under the USMCA.

One was wounded as Israeli troops opened fire on Syrian protesters Dec. 20 near the village of Maariyah, in southern Daraa province. Local residents gathered at a position the Israel Defense Forces (IDF) had established in the area, chanting "Free, free Syria; Israel get out!" One protester was shot in the leg. The IDF said its soldiers had fired in response to "a threat." The incident came after villagers said that the troops, stationed in an abandoned Syrian army outpost, were preventing local farmers from accessing their fields. Maariya is near the Israeli-annexed Golan Heights, but outside the demilitarized "buffer zone" established by a 1974 ceasefire agreement between Israel and Syria. The Palestinian Authority health ministry said Dec. 1 that the Israeli armed forces killed four Palestinians in an air-strike on the village of Siir, in Jenin district of the occupied West Bank. The Palestinian Red Crescent reported that day that Israeli forces were "preventing our teams from reaching the bombing site," declaring it a "closed military zone." (TNA) Two days later, an Israel Defense Forces drone strike near the village of Aqaba in the Jordan Valley left two dead. The IDF again reportedly prevented ambulances from reaching the site. (JNS)

A ceasefire agreement was reached Dec. 2 between two warring tribes in Pakistan's restive Khyber Pakhtunkhwa province following weeks of clashes that left 130 people dead in Kurram district, along the border with Afghanistan. A Grand Jirga of tribal leaders was called to mediate the truce. The violence exploded Nov. 21, when a convoy of Shi'ite pilgrims traveling to a shrine in Peshawar was ambushed by armed assailants, killing at least 42. The ensuing clashes pitted members of the mostly Shi'ite Bagan tribe against their Sunni neighbors, the Alizai, with shops and homes ransacked and whole villages displaced. A land dispute between the two tribes had also caused clashes that led to 50 fatalities in September.

The state of Manipur in remote northeastern India has again erupted in protest, after the bodies of six women and children from the majority Meitei community were recovered. Meitei leaders say the victims were kidnapped and murdered by members of the Kuki minority. The demonstrations, which saw protesters torch the homes and offices of government officials, have led to the arrests of several people. A proposed change to land-tenure law in the state in favor of the Meitei last summer set off months of protests, violence, and a communications shutdown.

Global carbon emissions from fossil fuels have hit a record high in 2024, with still no sign that they've peaked, according to a "carbon budget" assessment by the UK-based Global Carbon Project. The researchers found that burning of oil, gas and coal emitted 41.2 billion tons (37.4 billion metric tons) of carbon dioxide into the atmosphere in 2024, a 0.8% increase over 2023. When added to emissions generated by land-use changes such as deforestation, a total of 45.8 billion tons (41.6 billion metric tons) of CO2 was emitted in 2024. At this rate, the researchers estimate there's a 50% chance that global warming will exceed the 1.5 Celsius (2.7 degrees Fahrenheit) warming target set by the Paris Agreement within six years. The 16th meeting of the Conference of the Parties to the Convention on Biological Diversity (COP16) on Nov. 2 adopted several important agreements regarding an expanded role for indigenous peoples and local communities in biodiversity preservation efforts. A new agreement on Article 8J of the Convention aims to enhance the place of indigenous knowledge and participation in crafting the Global Biodiversity Framework.

Brutal attacks by the Rapid Support Forces on villages and towns in Sudan's Gezira state, south of Khartoum, have displaced around 120,000 people over the past two weeks, resembling the kind of violence used by the paramilitary group in the Darfur region beginning last year. The attacks were triggered by the defection to the army of the RSF's top commander in Gezira, Abu Aqla Kayka; villages under his control were reportedly targeted. The UN said the attacks left at least 124 people dead and resulted in more than 27 women and girls being raped, though these numbers are likely a massive undercount given survivor testimonies, activist reports, and videos that show rows of bodies wrapped in shrouds. The attacks are among the worst to take place in Gezira since the RSF took over the state in December 2023. The state is considered the country's breadbasket, but farmers have been forced to flee and cropland has been deliberately burnt.
