President Trump issued an executive order Jan. 10 to block judicial processes from being instituted against Venezuelan oil funds held in the US, on the basis that it would "materially harm the national security and foreign policy of the United States."

Chinese officials on Dec. 22 condemned the US seizure of oil tankers headed from Venezuelan ports, calling the acts a "serious violation of international law."

"Venezuela has the right to independently develop mutually beneficial cooperation with other countries," Foreign Ministry spokesperson Lin Jian said at a press conference. Jian stated that China opposes unilateral enforcement of sanctions that lack "basis in international law" and infringe on the sovereignty of other nations.

Donald Trump's new National Security Strategy instates a "Trump Corollary" to the Monroe Doctrine. However, China is less likely to surrender its massive investments and mega-projects in Latin America in exchange for a free hand to take over Taiwan. President Donald Trump's new National Security Strategy, unveiled Dec. 4, puts the Western Hemisphere at the center of US foreign policy and revives the Monroe Doctrine of 1823, appending it with a "Trump Corollary." The document presents the Americas as the main line of defense for the US homeland and links that doctrine directly to ongoing military operations against suspected drug traffickers in Caribbean and Pacific waters.

The Argentine government of far-right President Javier Milei announced April 13 that it has placed its borders on alert due to potential infiltration of operatives linked to Iran and Hezbollah. There have long been concerns about a Hezbollah presence in the Triborder Region where Argentina, Brazil and Paraguay meet. But Interior Minister Patricia Bullrich in making the announcement this time emphasized a supposed threat from Bolivia.

The US District Court for the Southern District of New York unsealed an indictment Dec. 20 filed against Hezbollah operative Samuel Salman El Reda for his alleged involvement in a bomb attack on a Jewish community center in Argentina three decades ago. The 20-page indictment concerns the 1994 bombing of the Asociación Mutual Israelita Argentina (AMIA) in Buenos Aires, which killed 85 people and caused hundreds of injuries. The US government claims El Reda collaborated with the Hezbollah-linked Islamic Jihad Organization (IJO) in the attack.

Argentine Judge Carlos Bonadio ordered (PDF) the arrest of current senator and former president Cristina Fernandez de Kirchner on Dec. 7 for her possible involvement in a cover-up of Iran's participation in the 1994 bombing of a Buenos Aires Jewish center that left 85 people dead. Kirchner served as president of Argentina from 2007 to 2015 before being elected senator. During that time, Kirchner is alleged to have signed a deal with the Iranian government that would allow for Argentine magistrates to interview the officials suspected of ordering the attack in Tehran rather than in Buenos Aires, in an attempt to impede the investigation. For this, Kirchner faces a charge of treason. The crime of treason is punishable by 10 to 25 years in prison in Argentina.

The government of Venezuela, under growing pressure from US sanctions, is telling oil traders that it will no longer receive or send payments in dollars, Dow Jones reported Sept. 13. Oil traders who export Venezuelan crude or import oil products into the country have begun converting their invoices to euros. The state oil company Petróleos de Venezuela SA (PdVSA), has instructed its private joint venture partners to convert existing cash holdings into euros. Plugging the switch, Venezuela-based state media outlet TeleSur writes: "The petrodollar is more important for US global domination than either arms exports or Hollywood culture, because it allows the US to be the biggest exporter of the dollar bills the rest of the world needs to be able to buy oil. Venezuela has decided to start de-dollarizing its economy."
