In a dramatic escalation of the ongoing conflict in eastern Democratic Republic of Congo (DRC), the M23 rebels on Jan. 26 seized Goma, the capital of North Kivu province on the Rwandan border. The UN Security Council held an emergency meeting to discuss the situation, with the DRC accusing Rwanda of sending hundreds of troops across the border to support the M23. The DRC is caling for an arms embargo on Rwanda, and sanctions on its mineral exports.

A group of UN human rights experts on Dec. 30 called for Israel to face immediate accountability and consequences for systemic violations of international law. As the armed assault on Gaza and forced displacement of its population continues unabated, the UN experts warned: "We cannot afford to lose the force of the multilateral system." They called for full-scale investigation and an end to impunity in a case of "potential genocide." They called on all states to "take immediate action to hold Israel accountable for its actions and ensure that those responsible are brought to justice.... Only through accountability can the rule of law be upheld and human rights protected."

Paraguay authorities have arrested 26 suspects, dismantled two criminal networks, and identified 12 companies engaged in systematic illegal deforestation and trafficking of native tree species. The Paraguayan government, along with INTERPOL and 14 other agencies, launched Operation Panthera Onca to combat environmental crimes and the exploitation of natural resources in the Tri-Border Region where Paraguay, Brazil and Argentina meet.

In a landmark 300-page report released Dec. 5, Amnesty International has accused Israeli authorities of committing genocide against Palestinians in Gaza. The report outlines three specific violations of the Genocide Convention: the killing of Palestinians, causing serious bodily or mental harm, and deliberately inflicting conditions intended to bring about their physical destruction.

The Palestinian Authority health ministry said Dec. 1 that the Israeli armed forces killed four Palestinians in an air-strike on the village of Siir, in Jenin district of the occupied West Bank. The Palestinian Red Crescent reported that day that Israeli forces were "preventing our teams from reaching the bombing site," declaring it a "closed military zone." Russia on Nov. 18 vetoed a United Nations Security Council resolution aimed at protecting civilians in Sudan amid the country's ongoing conflict. The resolution, which called on the warring factions to cease hostilities and engage in dialogue in good faith, was blocked despite widespread support—including from China, which frequently votes in a bloc with Russia. Introduced by the United Kingdom and Sierra Leone, the draft resolution demanded that the Sudanese Armed Forces (SAF) and Rapid Support Forces (RSF) honor and fully implement their pledges in the "Declaration of Commitment to Protect the Civilians of Sudan," which was signed by both sides in Jeddah, Saudi Arabia, in May 2023. Russia said the resolution did not sufficiently respect Sudan's sovereignty in justifying its veto, which was assailed by international human rights organizations. President Joe Biden is reported to have authorized Ukraine to use US-supplied Army Tactical Missile Systems (ATACMS) for strikes deep inside Russia. In interviews with both the UK's Times Radio and the BBC news program The World At One on Nov. 18, former Putin advisor and semi-official mouthpiece Sergei Markov responded to the move by warning of an imminent Russian nuclear strike—not just on Ukraine but on the United States and Britain. "In the worst scenario, the nuclear war happens before Christmas of this year," he told the BBC. "Probably you will not be able to say 'Merry Christmas' because you will stay in the hole trying to hide away [your] family from the nuclear catastrophe. It can develop very, very quickly."

Israel's warfare in Gaza is "consistent with the characteristics of genocide," with mass civilian casualties and life-threatening conditions intentionally imposed on Palestinians there, the UN Special Committee to investigate Israeli practices said in a new report released Nov. 14. "Since the beginning of the war, Israeli officials have publicly supported policies that strip Palestinians of the very necessities required to sustain life—food, water, and fuel," the Committee said. "These statements along with the systematic and unlawful interference of humanitarian aid make clear Israel's intent to instrumentalise life-saving supplies for political and military gains."
