The European Court of Human Rights (ECHR) on April 28 ordered Russia to pay 130 million euros ($143 million) in compensation to Georgia, almost 15 years after the war in the South Caucasus nation. The case concerned allegations by the Georgian government that actions by the Russian Federation during the 2008 conflict amounted to breaches of the European Convention on Human Rights (the Convention). The ECHR can award damages for harmful consequences of a violation under the Convention's Article 41. The court found that there was still a basis to make an award under Article 41, despite the fact that Russia had ceased its membership in the Council of Europe, and failed to cooperate with the proceedings.

A founding member of a Russian anarchist group responsible for sabotage attacks on military facilities within Russia has died fighting for Ukraine, the group said. Dmitry Petrov was killed fighting near Bakhmut, according to an April 19 statement from the Combat Organization of Anarcho-Communists (BOAK). In a farewell note, written in case of his death and published by BOAK, Petrov stated: "I tried my best to contribute to defeating the dictatorship and to the social revolution. And I am proud of my comrades, who led and are leading the struggle in Russia and abroad."

In Episode 171 of the CounterVortex podcast, Bill Weinberg examines the Russian fingerprints on the attempted coup d'etat in Sudan that has plunged the country into crisis—and derailed a transition to civilian rule that was to have taken place in April under terms of a deal between the ruling junta and pro-democracy opposition. The coup attempt was led by the paramilitary Rapid Support Forces (RSF), which was to have been absorbed into the official armed forces under terms of the transition deal. The RSF has been closely collaborating with Russian mercenary outfit the Wagner Group—especially in semi-legal gold-mining operations in Darfur and Kordofan regions. The Wagner Group appears to be operating a death squad to eliminate rival and independent gold prospectors in these regions. The arrangement points to a Kremlin-backed design to make the RSF economically independent of the Sudanese state in preparation for an eventual seizure of power. Lithuania, Latvia and Estonia reacted with outrage after China's ambassador in Paris appeared to question the sovereignty not only of Ukraine, but all the former Soviet republics. Interviewed on French television April 21, Lu Shaye was asked whether Crimea (unilaterally annexed by Russia in 2014) was part of Ukraine under international law. He replied that Crimea was historically Russian and had been handed over to Ukraine; and then added: "Even these countries of the former Soviet Union do not have an effective status in international law, since there is no international agreement that would specify their status as sovereign countries." Fearing diplomatic censure, Beijing's Foreign Ministry backpedalled, releasing a statement saying: "China respects the sovereign status of former Soviet republics after the Soviet Union's dissolution." (The Guardian, NYT)

Russia has suspended the import of dairy products from Kyrgyzstan, ostensibly citing concerns about quality control. But the report on Radio Free Europe/Radio Liberty suggests that the move is retaliation after the Kyrgyz National Commission on State Language & Language Policy announced that the country is to begin a transition from Cyrillic to a Latin-based alphabet. Barring of dairy imports hs apparently been used several times over past years as a "blunt foreign policy instrument against former Soviet states whose actions Moscow dislikes," including Georgia, Moldova and Ukraine.

The Washington Post reports April 24 that among the classified documents leaked to Discord chat platform by Massachusetts Air National Guard member Jack Teixeira are February findings from an unnamed US intelligence agency that Russia's paramilitary Wagner Group is seeking to recruit rebels to destabilize the government of Chad. One document states that Wagner is working to establish a training camp for hundreds of fighters across the border in the Central African Republic as part of an "evolving plot to topple the Chadian government."
