UN High Commissioner for Human Rights Michelle Bachelet on June 29 called on Israel to halt its efforts to annex parts of the occupied West Bank. Israel plans to annex settlements in the West Bank, as well as areas of the Jordan Valley, in the coming days. Bachelet said that, regardless of how much land Israel tries to annex, such a move is illegal. She added that while the consequences of annexation would be hard to predict, "they are likely to be disastrous for the Palestinians, for Israel itself, and for the wider region."

The US Court of Appeals for the Ninth Circuit ruled 2-1 on June 26 that President Donald Trump lacked the constitutional authority to transfer Department of Defense (DoD) funds for use in the construction of a wall along the Mexican border. The court found that the transfer of $2.5 billion circumvented Congress, which had previously denied requests for the funding. The panel affirmed a district court’s judgment, "holding that budgetary transfers of funds for the construction of a wall on the southern border of the United States in California and New Mexico were not authorized under the Department of Defense Appropriations Act of 2019."

Three groups filed suit against the Trump administration on Feb. 29 in federal court over the administration's diversion of funds allocated to the Department of Defense for border wall construction. The Trump administration has announced its plan to use $3.6 billion in military construction funds and $2.5 billion in other military funds for wall construction. The administration is attempting to use these funds despite Congress' exclusive appropriation of $1.375 billion for border wall construction under the Consolidated Appropriations Act of 2019. When President Trump signed the CAA into law, he also issued Proclamation 9844, declaring a national emergency along the southern border. The American Civil Liberties Union (ACLU), Sierra Club, and Southern Border Communities Coalition sued, asking the US District Court for the Northern District of California to block the diversion of the funds. They claim that as Congress did not appropriate the funds for border wall construction, the president's actions usurp the constitutional budget allocation powers of the Legislative Branch.

At least 27 are dead in five days of communal violence in Delhi that coincided with Donald Trump's first visit to India as president. The violence began as protests against India's new citizenship law sparked a reaction by Hindu militants, who began attacking Muslims and torching Muslim-owned shops. Delhi judicial authorities have opened an investigation, and ordered police officials to view video clips of incitement by local leaders of the ruling Hindu-nationalist Bharatiya Janata Party (BJP). President Trump plans to divert $7.2 billion from the Pentagon to go toward border wall construction this year, a sum five times greater than what Congress authorized in the 2020 budget last month, the Washington Post reported Jan. 13. This marks the second year in a row that Trump has sought to redirect money to the planned border wall from military construction projects and counter-narcotics funding. The administration will take $3.7 billion from military construction and $3.5 billion from counter-narcotics programs, according to figures obtained by the Post, compared to $3.6 billion and $2.5 billion last year, respectively.

A judge for the US District Court for the Western District of Texas issued a preliminary injunction Oct. 11 against President Donald Trump's proposed plan for funding the border wall, finding that it exceeds executive branch authority under the Appropriations Act. Trump issued a proclamation in February declaring a national emergency on the southern border of the US, as both a humanitarian and security crisis. El Paso County, Tex., and the Border Network for Human Rights sued to challenge the proclamation. Going further than previous rulings against the border wall plans, Judge David Briones specifically declared Trump's emergency proclamation to be "unlawful."  (Jurist, Politico, Oct. 11)

A meeting in Turkish capital Ankara between the Turkish, Russian and Iranian presidents failed to reach a breakthrough on what is obviously a planned carve-up of Syria. But a consensus does appear to be emerging on betrayal of the Syrian Kurds. Ankara is promoting a plan to resettle displaced Syrians in a Turkish-controlled "safe zone" stretching across Syria's north. While the US wants the width of the "safe zone" confined to 10 kilometers, Turkish President Recep Tayyip Erdogan suggested that the zone could be expanded to Raqqa and Deir ez-Zor—respectively some 100 and 200 kilometers from the Turkish border. Significantly, the city of Raqqa and much of Deir ez-Zor province are controlled by the Kurdish-led Syrian Democratic Forces (SDF). Erdogan has named a figure of 3 million refugees and displaced persons to be settled within the "safe zone." (EA Worldview, France24, Reuters)

Turkish President Recep Tayyip Erdogan has threatened to allow Syrian refugees to leave Turkey for Europe if his long-sought "safe zone" in northern Syria is not established. "We will be forced to open the gates. We cannot be forced to handle the burden alone," he told a meeting of his ruling party, the AKP, stating that Turkey "did not receive the support needed from the world." This is a reference to is the promised financial aid from the European Union, and the provision of visa-free travel to Europe for Turkish citizens, as part of the EU-Turkey deal on refugees struck back in 2016. Only half of the pledged €6 billion has arrived, according to Turkey, and visa-free travel for Turkish nationals has not yet been granted—largely due to concerns about the human rights situation in Turkey. In July, Ankara declared the refugee deal no longer under effect.
