The Pentagon announced on Oct. 29 that the US State Department has approved a $70 million sale of "smart bombs" to Turkey—one day after the Defense Security Cooperation Agency (DSCA) informed Congress that the Joint Direct Attack Munition (JDAM) systems would be sold. Lawmakers have 15 days for any block. The package to be sold to Turkey includes BLU-109 "bunker-busters" as well as 900 "smart bomb kits," 100 laser kits and 200 warheads. "It is vital to the US national interest to assist our NATO ally in developing and maintaining a strong and ready self-defense capability," the DSCA stated on its website. We've noted that the proximity of Western and Russian military forces in Syria holds the potential for escalation to World War 5, even if both sides are ostensibly part of the global convergence against ISIS. Now comes a further sign that the centripetal tendency will prevail—the common interest in figting jihadism propeling the situation back into World War 4. At the UN General Assembly session in New York, British Prime Minister David Cameron told reporters that Syrian dictator Bashar Assad can be part of a transitional government, although adding that Assad has "butchered his own people" and that "Assad cannot be part of Syria's future in the long run." This comes across as weak lip service in light of his capitulation. (Al Arabiya News, The Guardian, The Telegraph)

Amid signs of an escalating Russian intervention in Syria, the opposition government-in-exile issued a statement entitled: "Our People's Will and Determination Will Defeat Any Foreign Occupation." Ahmed Ramadan, a member of the opposition General Assembly, invoked the 1979 Soviet invasion of Afghanistan, and said: "Any repeat of that mistake will have disastrous consequences on Russia." He added: "It is unacceptable that a permanent member of the UN Security Council send weapons and mercenaries for a regime responsible for the death of over 300,000 Syrian citizens, including 81,000 children and a woman, the displacement of 14 million people and the reduction of most Syrian cities and towns to rubble. Syrians have the will and determination to defeat any possible foreign occupation of their homeland, just like what they have done throughout history, and have been doing for nearly five years against the Iranian occupation and its tool represented in the Assad regime." (Syrian Coalition, Sept. 9)

US Secretary of State John Kerry met with Jordan's King Abdullah II in Amman last week to disucss the conflict over the Haram al-Sharif (Temple Mount) in Jerusalem, and the war on ISIS. Israeli Prime Minister Benjamin Netanyahu also attended the meeting, where he reportedly urged Jordan to take greater responsibility in preventing violence at the holy site. Jordan, which signed a 1994 peace treaty with Israel, recalled its ambassador Nov. 5, citing the "unprecedented escalation in Jerusalem." In March 2013, Palestinian president Mahmud Abbas signed a deal with King Abdullah, entrusting him with the protection of Islamic holy sites in Jerusalem. The deal confirmed an informal agreement dating back to 1924 that gave the kingdom's Hashemite rulers custodial rights over the holy sites. Under the terms of the Israel-Jordan peace treaty, the Temple Mount remains under Jordanian custodianship through the Waqf authorities. On Friday Nov. 16, Israel eased restrictions and allowed men of all ages to pray at al-Aqsa mosque for the first time in months. June 28, St. Vitus' Day, marks a century since the Serb nationlist Gavrilo Princip assassinated Archduke Franz Ferdinand, heir to the throne of the Austro-Hungarian empire, thereby starting World War I. Commemorations in the Bosnian capital Sarajevo, the scene of the 1914 assassination, were predictably—indeed, inevitably—contested by the two political entities that make up contemporary Bosnia: the Federation of Bosnia and Herzegovina, supported by Muslims and Croats, and the Republika Srpska or Serb Republic. (See map.) The Institute for War & Peace Reporting notes that the commemorations were boycotted by Serb leaders, who instead held an alternative event in the Republika Srpska. Aleksandar Vucic, prime minister of Serbia, charged that what was supposed to be a joint commemoration had been co-opted by the Federation. Serbia's President Tomislav Nikolic said the event amounted to an "accusation" against his people. Nebojsa Radmanovic, Serb member of the tripartite Bosnian presidency, declined his invitation in a letter to Austria's President Heinz Fischer, stating that the Sarajevo city government had abused the commemoration and "subordinated its meaning to the context of the 1990s civil war in Bosnia and Herzegovina."

CNN reports April 26 of a "perilous face-off" as Russian state news complained that Ukraine has mobilized 15,000 troops in the suburbs of Slavyansk in the country's east "in order to wipe out the city and its residents." A Defense Ministry source said the number of Ukrainian troops put the pro-Russian militants who control the city at a disadvantage, as the latter are "armed only with small amount of pistols and shotguns." Of course, Russia's military massively outweighs Ukraine's and the Defense Ministry's statement is a barely veiled threat of intervention. Meanwhile, USA Today reports that Russian warplanes have entered Ukrainian airspace several times in the last 24 hours, according to the Pentagon. The violation of Ukraine's airspace follows war games that have moblized some 40,000 Russian troops to the Ukrainian border. Earlier this week, the Pentagon deployed 600 paratroopers to Poland and the Baltic states "to reassure NATO allies in the region about the US commitment to their defense." Ukrainian Prime Minister Arseniy Yatsenyuk charged that Moscow "wants to start World War III" by seeking to take over Ukraine.

Days after it was reported that Lebanese authorities are barring entry to Palestinian refugees fleeing Syria, The Guardian tells us of the sudden flight of Syria's "well-heeled elite" into Lebanon—predictably meeting no interference from authorities. With nearly 2 million already in refuge beyond Syria's borders according to the UNHCR (up from 1.4 million just four months ago), and hundreds of  thousands more internally displaced, many facing hunger and harsh conditions for well over a year now, it is almost satisfying to see the pain get passed around to the regime's favored lackeys. But the threat of US air-strikes which has sparked this exclusive exodus also looms over Syria's commoners—as we saw in Libya, "smart bombs" and "surgical" targeting still have a habit of wiping out civilians. And yes, there is something utterly perverse about the world sitting and watching, arms folded, as Syria escalates to genocide—as in Darfur. But the threat is very real that US intervention will internationalize the conflict, and set off a regional or even global conflagration...
